The length of time between tunings can vary depending on climate, quality, and usage. Generally your piano should be tuned roughly 6 months to a year. Be careful about letting the tuning surpass a few years as it may require multiple tunings to lock in a stable tuning again.
This is a very broad question. Many factors come into play to determine the value of your piano; age, condition, name, etc... Owning a piano with the name Steinway and Sons, or Mason and Hamlin instantly gives your piano worth. Shells of these desired names can go for thousands. Most other not so well known manufactures do not retain much value as when they were first made. A fair condition grand piano may go for $1000-$2,000 if you find the right buyer. Older upright pianos may go for around $300-$800. You can get a better idea by searching local listings to find similar ads.

Depending on how well the piano renders, (how the strings move through the bearing points), I normally can have a fine tuning done in about 45 minutes. If it requires a pitch raise it may take about an hour and 15 minutes. I like to block out two hours for all appointments in the event that I have to do repairs, or simply do some spring cleaning for your piano.
There are a few things you can do at home to help preserve the quality of your piano.
Every restoration deserves the same amount of attention and detail. I always ask my clients if the piano in question is sentimental. If not, it may be worth the investment to use that money to buy a modern high quality piano. Keep in mind it can also be an investment opportunity. The money you put forth towards a restoration will add value above the end budget, especially if it's an antique.
